Outlook 2016 shared calendar not updating

If I have them check the calendar on the O365 portal - everything looks correct.

If Peter check the calendar on the portal by going to portal.- he is then able to see the calendar entry.
Sometimes I am able to resolve the issue by deleting Peter's OST file and also deleting the local Outlook profile and creating a new one, although that doesn't always work.
